I am assuming this is an English Springer Spaniel.....
if you have contact with her breeder I would talk to the breeder.... Springers do have a genetic predisposition to what they call "rage" I believe it has to do with brain chemistry and wiring.....
I would have a conversation with your breeder about what she is doing.... that makes you concerned....
after you do that, there are ways to desensitize her to other dogs and people but it is time consuming and you will probably find that she learns not to act out but she never ends up liking other dogs etc.
I would have a conversation with your breeder first.
