This happens to me also. I have to stick to a certain route when I'm walking Jesse or I have a problem with dogs charging out at us. It's terrifying for both me and Jesse. I don't understand why people think that just because you happen to be with the dog in the front yard, that it means everything is fine and the dog is under control.
We have a few loose dogs around here. Most of them are small but you see the occasional medium/large dog. My neighbour directly opposite me has (what looks like) a collie cross and she's the sweetest thing, wouldn't hurt a fly..but is ALWAYS out. I'm worried she'll be hit by one of the stupid hoons we have driving around here at top speed on the weekend at night.
Can someone please tell me why no one builds fences anymore??????? Gods it frustrates me. If ya don't want to chain the dog up, build a bloody fence. Or a kennel/run.

Geez...how difficult is that? Honestly!
