Poodle-mix fur....matting with harness

Mocha is a poodle mix of some sort. The verdict is out on what exactly makes him up. Some have said he looks a bit like a bichon, others have said a little maltese. Personally I know he is definitely a poodle something...the other thing might be terrier. But bottom line is that he has very soft fur with the curly fur you see on a poodle.

I have been noticing that he has mats where the harness sits on him and if he wears a sweater, his fur mats up as well.

What type of brush should I be using with him? I try to brush him out, but he still mats up and I've gone to actually using a collar with him instead of the harness because of the matting.

I have been using a small slicker brush and a regular pin brush....maybe that's not the right kind to use on his coat? Mocha does get groomed...about every other month...it's getting expensive though and I try to bathe him myself when I can.
