First off, I'm so sorry about what happened and glad your dogs are ok!
I guess I would decide what to do depending on what kind of person she is. If you think you can talk to her (and she'll actually listen) then I would start there. I would firmly let her know that it is unacceptable to let her dogs run loose, remind her that you are not the only one who has had a problem with this, and that she is running the risk of loosing her dogs due to her lack of responsibility. If she can't be reasoned with I would call the police and make a report. I would imagine if that she has a drug problem, the last thing she would want is the cops at her house. I bet she would "remember" to keep her dogs from running free if it meant another visit with the police. I also wouldn't feel bad if my dog killed her cat. How is it YOUR fault that her cat was on your property and was killed? If yor dogs went over to her house and killed the cat it would be a diferent story. I just can't stand people like her. In my opinion, she shouldn't be allowed to have dogs.
