What a dreadful experience...thank goodness you are all safe at home and that Mitch's eye wasn't injured. From what you say I think this person will not listen to you or care for that matter, so I would make a report to the police...after all your welfare and your dogs are at stake here.
I'm not familiar with Alaskan laws but here at home if the dog leaves "his" yard and attacks another, the police will definitely get involved and may take the dog away. Check with your police service to see what can be done.
I truly hope something can be done before a very serious injury happens.Good luck and take care.
