I am so sorry to hear about this. I don't think you are at fault here, and it sounds to me like the rescue/foster folks didn't do a proper evaluation. And the story you heard after the bite, should have been the story you heard in the beginning. Of course, we can say all of the "should have's" now that the incident is over, but that doesn't fix the girl's eye, or her trauma.

I think you are doing the right thing by writing to as many people you can in the organization concerning this dog. Get the word out and maybe they can start re-evaluating their proceedures.

About 2 years ago, a similar incident happened to me, (and Crossfire may remember it) when I went to a Bulldog foster home to adopt a dog that was supposed to LOVE children. He tried to attack my son (who was 5 at the time) and my husband and I both had to intervene. My son is now scared to death of Bullies. But we are working on it.

Anyway, I think, like I said, you are doing the right thing, and you'll have to keep us up to date on how it goes.
