I don't know but I've been led to believe by Chi people in the past that males are extemely difficult to house train and this is a well known trait of the breed.
With my boy, who is a Spanish Water Dog, and had lived outside for his first 6 years I just used to tell him no and then happily took him outside and told him to have a wee wee there. Within a couple of weeks he was clean and I was then able to take him to friends houses afterwards. He still has the odd accident in the kitchen but he's a lot better now than when he first came.
