ALL of Canada is supposed to obey the Canada Animal Acts... but Quebec has never done what the rest of the country does. (No offense to Quebecers)
In Ontario animal laws are very strict, in addition to federal laws. They are also enforced, which I am very proud of.
Quebec doesn't enforce anything and therefore people gravitate there who want to be less than reputable when breeding dogs. It gets out of control and becomes a puppymill. It's sad... people need to speak up though. They need to write to their MP's and make noise. People turn a blind eye to it because they assume nothing can be done. If they would speak up, something would be done eventually.
