I think, like OC said, that as long as you're responsible (and don't have crappy neighbours who hate you) it's no problem at all getting a kennel license so it's not such a huge deal. Although I'd hate to live somewhere that had restrictions.

Where I live you're restricted to 2 dogs - if you want more you need to get all your neighbours to agree then put in an application which the Council may or may not approve.

If you live in either a unit, townhouse or any subdivided property you're only allowed to have 1 though (which applies to me). If you want more, same process as above applies.
