I think even choosing at 8 weeks is no guarantee, so I yeah, every breeder is taking a "crack shot and hoping"- rather it be 4 weeks or 4 months. That's what it is, down to the bottom line. I think she trusts what she knows and what she wants (ie the qualities she seeks). IMO, I think she made a good choice based on what she has told me about him. Other then that, It's up to the breeder and what he/she thinks is best.
