Quincy Wisdom, in my experience, dogs CAN see objects in the TV if they look for them. When I inherited my Grandpa's miniature schnauzer after he died, she was trained to look at the television when someone said "What's on TV, Sam?". Sometimes she would go up to the television, when it was on mute, and just watch it. I used to (and still do) watch animal planet a lot, and every time she would see a dog or cat, she would lunge and scratch at the screen. Now, it was on mute. No noises, or anything... I think that dog actually did watch TV. I don't think they absorb what they see, but Sam was trained to keep an eye out for other animals, and apparently she saw them in the television.

Buster and Ripley don't care about the TV. Ripley barks if he hears a doorbell similar to ours on TV, but he never looks at it.
