I think it is totally normal for BB to get a little jealous when you bring new kittens into the house. They take time away from him which he is use to having. I also know what you mean about the guilt complex. Raises both hands in the air! LOL I have felt the same way on several occasions.
I think you are doing the right thing. You pay attention to him and he get to play or terrorize,LOL, the kittens. You are a wonderful person to foster them and make sure they are well socialized so that they can find forever homes. I know it's hard but try not to beat yourself up over this. Instead give yourself a big pat on the back for doing such a wonderful job with your fosters!
