I'm not a vet or a vet in training, but I volunteer at a vet's office (and will work there when I turn 16) and I have never heard of or seen this procedure done there. It sounds extremely outdated to me.
Honestly I wouldn't dream of doing that to my dogs. They need to run in order to be happy. jmo.
