I'd contact a rescue organisation and explain to them what's wrong. They may be able to help you with vet bills, failing that they might be able to find the pup a new home with someone who can afford to take care of it. Because this is something that needs to be dealt with ASAP. No waiting around, no maybe's...you need to find a solution and unfortunately in this particular situation you may have to give the pup up if you can't find some funds quick smart.
I'm thinking only of the pup here, since it is the one suffering.
