Wow. 7 dogs, here in Carson City, we're not allowed to have more than 3 dogs in a household unless you have specific reasons for having more than that. I dont see anything wrong with it either, if they're healthy and are well taken care of, nothing to be worried about. But, if your neighboor's dogs are noisy, you should talk to them about it and if they dont try to fix the problem, call the cops and I'm sure they'll solve the problem.
It's usually hard to have a dog stop barking though, just instinct. But I've seen it happen before where a dog is trained to not bark/or to stop on command.
