Kade makes an excellent point. Turn him over to the ASPCA or a humane society and let them return the dog. Then the humane society can contact the owner and let them know that he can come pick up the dog.

I'm sorry but you just can't keep him, you must make an effort to return the dog.

If the man refuses to pick up the dog, or the shelter seizes the dog, then you can legally adopt the dog.

Side note: Possession is 9/10ths of the law, but it would be dishonest to just keep the dog, and IF, his condition was caused by him being lost for the 10 days, AND these owners are truly heartsick about the dog being missing, then you will make a family very happy!

IMO, yes, a dog could look quite ratty after 10 days on the loose, and could look very thin. Most dogs just do not have the skills to find food, and many lost dogs die of starvation.
