Absolutely Linnie. The trespassers (even the little girl, as sad as it is to see a child hurt) are the ones to blame. The dogs did nothing wrong, they did what they were suppose to do really...protect their family and property.
Neither the little girl nor burglar (especially the criminal) had the right to be on the property and (unfortunately for the little girl) they suffered the consequences.

I wonder how many 'dog people' would sue someone if they trespassed on property and got bitten? None, I should think (well...maybe a few greedy so-and-so's but for most of us it would be unlikely).

Here's an idea...outlaw lawyers. ROFL!! Perhaps that would solve things.
Or we could sue them all for the suffering they cause us.
