Teaching a dog doggy manners

Chloe is the biggest brat I have ever seen around other dogs. She has NO manners what-so-ever and that causes tension between her and other dogs she meets. She's always been a bit finicky of new dogs ever since she was a pup (she'll growl at new dogs and she doesn't always get along with them), but she isn't a total lost cause as she does have some doggy friends that she likes to play with.
However, I have to supervise her like no other when she is around other dogs (even friendly ones) because she is constantly being a brat. She'll jump all over another dog even when they are giving clear signals that they don't like it, she body slams other dogs in play, she nips at them (I assuming that is because she is a herding dog?), she chases them, when she first meets dogs she'll growl/maybe bark at them. Depending on the dog and her mood, she may even growl/bark at them while she is attempting to mount them. As you can imagine, that doesn't bode well with a lot of dogs.

She just has no social smarts at all and she has been like this ever since I got her.

I'm assuming half of the problem is that for the first nine weeks or so of her life she wasn't around any other dogs besides her littermates and her sire. After that she hasn't had a lot of play time with other dogs because of lack of accessibility to a well behaved mature dog that could put her in her place.

The other day I had Chloe out on her chain and Blackie and Rose were also running around in the yard. Rose came over by me and thus by Chloe. Rose and Chloe have a shakey relationship anyways (Rose is fear aggressive towards the advances of other dogs), but I wanted to see what they would do if I didn't intervene.
Chloe, being the stupid dog she is, started jumping all over Rose and tried to mount her. Rose was being very clear in the fact that she wasn't happy (she was stiff, her hackles started to go up, her mouth was shut, her ears were back, her eyes were wide, and she started to lift her lip. Chloe paused for a moment, then kept going at it. Rose growled and pinned Chloe to the ground (or perhaps Chloe dropped to the ground), and Chloe was instantly submissive (showing her belly, tail tucked, head lowered, etc.
At this time I stepped towards them and Rose stepped away, looking towards me to get the annoying thing away from her. In the time it took me to take a step towards them Chloe jumped up and lunged at Rose. Silly me, I wasn't paying enough attention towards Chloe to see if she was on the offense or defense, I was just more concerned about getting in between the two of them before it escalated and before Blackie could decide he wanted join the fun.
I got them away from each other without a problem (it was as simple as stepping in between them) and after that incident Rose and Chloe were back to normal (normal being Rose trying to tell Chloe to bugger off and Chloe not listening).
Even with Chloe's doggy "friends" (and Blackie) she still ignores the proper doggy signals and will growl at/pester them to no extent. She also insists on lording over her doggy friends that are submissive to her. The other dog will be on the ground showing its belly and Chloe will still be bugging it to death.


How can I get, or teach, Chloe to mind her manners around other dogs? When she decides she's going to lunge at Blackie or Rose I correct her and she'll stop and come over towards me. When she is around other dogs she will also listen to her obedience commands (namely "sit"). I just hate having a dog that while is what I'd dub "friendly" around other dogs has no manners and thus can't play with them.

An example of that would be when we dog sat Sasha. Chloe and Sasha got along well, but because of Chloe's lack of manners I couldn't let them play because Sasha wasn't going to tolorate crap from Chloe and with Sasha being a Pittie.....if a fight had broken out that would have been very, very bad.

I'd rather not resign myself to the fact that I'm going to have an ill behaved dog around others, so I'm open to any suggestions.
