By pom poms, I'm assuming you mean a show poodle cut? That probably really depends on his coat type (is it cottony like a Poodle or wirey like a terrier?).

Your best bet would be to take him into the groomer who you will be using and ask his opinion. They will be able to point you to a cute cut, no what cut won't work, and see if the dog has any mats that would hinder a certian cut type.
You don't know how many people bring their dogs in wanting it to be "fluffy", but the dogs are so matted the only think you can do is shave them down.

Cute pupper, by the way, what is his name?

By his looks, if he were mine, I'd just leave the coat alone and maybe just a trim around the feet and ears.

If he has a wiry coat, it's likely he's not going to be able to sport pom-poms. He'd probably do best with a shorter coat, and shaved around the eyes and bottoms of the feet.

I'd just trim him, definately not shave (I really hate that look on a dog). Just to make him neater. Have a look at some show cuts on different terrier breeds, he won't be able to have a Poodle cut, but could definately have a professional terrier hair cut. He'd look great with one actually (although you may not be able to get anything EXACTLY the same as the pure terriers....it will still be similar...they basically just neaten things up and show the shape of the body with the fur).

Although personally I'd stick with a bit of a trim and just leave him, he's gorgeous just the way he is.

Here is as list of terrier breeds and there are pictures with the profiles (just click on the breed names).
