flea remover questions

I used a flea remover on my 4 month old Maltipoo for the first time yesterday. I followed the instructions on applying which was to squeeze the tube in a straight line starting from in between the shoulder blades until close to the tail. He was moving around so i wasnt able to quite get to the tail area and I had already run out.
-- will the fact that i didnt get it in the whole area affect the effectiveness?
-- how long before it takes effect?
-- My husband says he was acting weird this morning such as running around like a maniac, or he'll be sitting down then bark all of a sudden. Are there side effects or reactions with flea removers?
-- the area that i put it on got all stiff and kinda matted. (I didnt touch it so I dont if its actually stiff, but it just LOOKS stiff). What is that?

Just a few concerns coming from a new puppy owner
Thanks in advance!!!

hi you didnt give the name of the product???
I use a spot on one that just gets put on the back of the neck where the dog cant reach it to lick at it.

My girls run around when I put it on because they hate the smell.

Oops forgot to mention that .... its called Bio Spot. He still itches a little bit but i dont know if its just a reaction to it or what. It actually smells good (lemony ) so I dont think it bothers him.
