Lazy Dog

I have only had Nicholas for about 8 months but he has gained so much weight. He and his brother Rio eat the same amount but Nicky is so Lazy. He wakes up after you lift him out of bed to go out. He slowly walks and does his thing and then goes back to bed if I let him till 12 noon or longer. For a while I let him sleep but now I make him get up. I would like to make the bed. I try to run him outside and walk him. he hates walks he bites on his leash the whole time I finally got a metal chain leash for him since I went through many exspensive leashes. I play with their balls and stuff and he will run maybe 5 times after it and then he says thats it. Health wise he's been checked and he is fine. Where he came from had four other dogs and they didnt go for walks and stuff I dont know if he slept all day. I just want him to get some pep is his step. Rio is always doing something. The only thing I do alot is go up and down the stairs alot so Nicky follows me. The only thing he will run for is cookies. But I cant keep motivating him that way otherwise he will get fat. Any ideas to make a Lazy dog not be lazy or is it just him
