non-edibles eating frenzy/plus frustrating neighbours-help!

sometime between 12 and 4 today my dog just had a field day with a bag i had left up on the back of the chair and my garbage bin that has a lid etc. The bag contained x-mas presents (yes I know), but she never touches that stuff and i thought it was up out of her reach. So when i got home from work my entire living room and kitchen was strewn with garbage, wrappers and debris. The garbage while maddening, is not really an issue, she tore apart some tissues and a tetra pack that had soup in it...but the bag of gifts had candy canes in it, coffee and flavored powdered creamer as well as chocolate items. She never touched the chocolate items in the bags (from what i can tell, and unfortunatly i don't remember ALL the contents of the bag but never found any associated wrappers), but she tore open the coffee pack and also the creamer, which was still all over the floor when i got home, so i don't think she ingested much..however i am still worried. She is looking ok (no pukes yet), and is chewing on her bone but how long would it be before i saw any effects?? She "seems" fine.
She has been super hyper the past couple of days, in part i think because the next door neighbours have a new dog that they LOVINGLY (not!!) have had tied up outside in the snow (no dog house) all day long and it barks constantly, which appears to wind her up big time. This is another whole separate issue because besides the fact that I think this is cruel, it is driving me INSANE listening to this dog bark it's head off constantly, and my own dog is difficult to control while outdoors doing her business (and i do not let her go on barking like that).
Anyway, any input would be greatly appreciated

Keep an eye on her....drinking lots of water (more than normal), diahrrea, etc. Usually you'll see things in the first 48hrs. If you suspect anything out of the ordinary, go to the vet ASAP.

As for the neighbors, I would call Animal Control, or your local shelter. Keeping a dog tied up outside without proper shelter, especially in the cold, is considered abuse.
