It's possible your Pomeranian hasn't finished her heat cycle yet. Have you consulted a vet about it?

Well was your dog allowed to interact with any unaltered males during heat? If she was then it's quite possible she is pregnant. It isn't normal (unless she is pregnant) for her to still be swollen that long after. She could also be going through a false pregnancy, have an infection...any number of things. Either way you need to get her to a vet to find out why.

You should take your female to the vet. If it's been over a month since she was in heat, it is not normal for her to still be swollen. As stated above, if she was in contact with an intact male, it's possible that she could be pregnant, be having a false pregnancy, she could have an infection, ect. She should be taken to the vet ASAP! If she is pregnant, and it's been over a month since she was in heat.... she would be pretty far along already, and would probably whelp within the next couple weeks or so.
