Where are you at?
Sometimes it takes a little extra hunting, but I would see if your county animal hospital or other organizations sponsor any type of 'low cost' vet clinic or 'low income', or approach vets again and see if there is payment options or at least a small fee evaluation they can do to be sure whats going on.

Other than that, I would NOT be moving the leg around.

I'd contact a rescue organisation and explain to them what's wrong. They may be able to help you with vet bills, failing that they might be able to find the pup a new home with someone who can afford to take care of it. Because this is something that needs to be dealt with ASAP. No waiting around, no maybe's...you need to find a solution and unfortunately in this particular situation you may have to give the pup up if you can't find some funds quick smart.
I'm thinking only of the pup here, since it is the one suffering.
I wish I could help more.

Cass.

I agree with what has already been said. Please, please do not move that leg around as it will only cause more damage.

Since you've been unable to locate anyone to help my suggestion would be to start back at the beginning; talk with the folks that have that puppy, if they truely care for that pup, I mean really love that pup then they'll love it enough to give it up. I know that sounds terrible but that puppy is in pain and needs medical attention now.

Find a rescue willing to take the pup in and care for it, they may even be willing to help you talk to the owners but one way or another the puppy needs to be in the hands of someone who can care for it. Think of it this way, if they can't afford to care for it now, even if you did somehow manage to get the money to pay for the pup's leg what happens the next time it gets sick or injured?

If they do not treat it I think it is grounds to get animal crontrol involved for cruelty. I cannot imagine a broken leg gone untreated is not cruelty. If they refuse to do anything about the dog's situation cfontact a local shelter and they will help you.

What exactly is it that you want us to do besides give you some good information? I hope your on the up and up about this. I don't know of any humane society who would put the puppy down over a broken leg.
Call the all breed rescue to take the puppy. Are you sure this isn't "your" puppy? You sound like a very frightened, very young person, and everyone is trying so hard to give you as mush information as they can. If it's your puppy then the Vets. will make up a payment plan for you. If it isn't, then call the newspaper and have them run an article along with a picture asking for the public to help this little one and give him a home too. This would work for sure. Good luck and keep us posted.

I used to work for a Veterinary/Surgical Clinic that would take over ownership of dogs or cats that needed care when the owner could not pay for it. If the owner was willing to sign over ownership for the benefit of the animal receiving the care it needed, the Veterinarian would then give the proper treatment and find it a home. The animal in question often times was adopted by a Vet Tech or another Vet before it ever was mentioned to a Humane Society. The rest of the time, it was turned over (after treatment) to a breed specific rescue or local Humane Society. Vet practices generally have some sort of relationship with these places.
This was not a way for the clinic to make money, since all the treatment was given to the animal for free, by the doctor. But it did ensure that the poor animal recieved care and was not sent home with somebody that could or would not give it the care it needed.
It might be worth talking to Vet Clinics directly about this.
