wimpering before peeing

Twice now in the last couple days, Lucy whines and licks at her privates just before peeing. Both of these instances have been right after she's been asleep and when she needs to go really badly. I want to mention that this does NOT happen everytime she has to go, most of the time she doesn't whine. Just wondering if I should be really concerned, or if it is something more along the lines of, "I really have to go! Right now!"?
Thanks.

Sounds like she could have an infection, maybe a urinary track infection since they are painful. I'd take her into the Vet. soon as you can.

But then wouldn't it be painful EVERY time? She pee's on the same schedule, no accidents, and has only whined twice out of the, oh say 15, times she's gone....

Either way I'll call the vet in the morning.
