Lawmakers debate changes in dog bite laws

Several proposals for new laws governing dogs and dog owners came up for debate at the state capitol Tuesday. One addressed the controversial issue of banning particular breeds of dogs. That bill, Senate Bill 54, was killed quickly.

The other bill increases the liability of owners of dangerous dogs. Senate Bill 25 holds pet owners more responsible for the actions of their pets. From the beginning this bill has had more support from animal advocates than SB 54.

The bill's sponsor, Senator Dave Owen, says he firmly believes dog owners are to blame when their dog attacks a person or another animal. The bill keeps in place current state criteria defining a dangerous dog, but allows for prosecution on a first offense, rather than the second. The bill passed in committee Tuesday.
