New law limits time that dogs can be tethered

Bloomington -- Dog owners can't keep their pets tied up for more than 10 hours straight under a new city ordinance.

The regulations on tethering also prohibit dogs from being tied for a total of 12 hours in any 24-hour period. The law, which took effect Jan. 1, also requires that tethers be at least 10 feet long and weigh no more than one-eighth as much as the dog that is tied, effectively eliminating the use of heavy chains.
The revised ordinance was designed to be more humane. Those who violate it can face $50 fines for each offense.
In December, Bloomington revamped its animal code to use the term "guardian" to describe the relationship between humans and their pets.
