The ruling:

Based upon the foregoing findings of fact and conclusions of law,

1. The Respondent’s license is hereby revoked.

2. The Respondent is banned for life from obtaining a license or participating in pari-mutuel greyhound racing activities in Arizona.

3. The Respondent shall make a one hundred forty thousand dollar ($140,000) contribution ($1000 total for each missing greyhound) to a greyhound adoption program.

4. The Respondent shall serve seven hundred (700) hours of community service (5 hours for each missing greyhound) to an organization associated with animal rights or adoption.

The State Department of Racing has levied an unprecedented fine and community service requirement against a Colorado man who has not been able to account for at least 140 greyhounds he transported from Tucson Greyhound Park.

Richard Favreau of Calhan, Colo., also was banned for life from the greyhound racing business in Arizona.

The decisions were reached by Racing Department director Geoffrey Gonsher almost a month after a hearing that Favreau did not attend.

Favreau has claimed the dogs were all safe, but he could not prove his claim. The ruling said the dogs are presumed dead.

"The entire scenario smells of foul play," Gonsher wrote in his ruling.

Favreau has 30 days to appeal the $140,000 fine and 700 hours of community service. The fine will be to a greyhound adoption program, and the community service must be served at an animal welfare agency.

-------This doesn't bring any one of those precious souls back, but it puts a hurting on the waste of a human being that hauled them to God knows where

Finally! This is great news. I didn't expect his penalty to be so great (fair!). I only wish those dogs were known to be safe.

Though, honestly, I don't think anyone was under any illusions about the fate of those dogs from the moment the story broke.
