I think making mass producing illegal, and preventing petstores from selling cats and dogs, would probably help. It's not going to take care of the whole problem, but it would be a step into the right direction.

Better yet, have some pet stores help house dogs and cats from overcrowded animal shelters, in place of the puppies and kittens they usually have there.
