Thumbs up LA City Council Approves Spay-Neuter Ordinance!!!

What a great piece of legislation!! This passed only hours ago:

Dogs under 6 months are ineligible for showing under AKC's regulations.

Sorry - but I think it is a bad law. It will be difficult to enforce in an area where there is difficulty in enforcing the basics - having pets registered and leashed. Responsible pet owners already to this and they are the ONLY people who care about a new law.

Seems to me that the City Council would have made more of an impact on the homeless dog situation in the county if they had made it illegal for any dog to be adopted from a shelter or rescue group intact or purchase an intact puppy from a pet shop.

Thanks, lakotasong for posting this news. It's good to keep current.

Seems like City Councilman Bill Rosendahl needed more support and information to back up his opposition, as he was the only council person who voted against it.

There are exemptions available for dogs who have competed, are working toward titles and are owned by permitted breeders. So they were thinking a bit about the responsible owners, just not all of them Looks like LA county has a similar law that was passed 2 yrs ago.

Great point!

From the article, they estimated $380,000 to $400,000 will be needed to implement the ordinance. Since the city of LA has over 4 million people, that seems like a gross under estimation. JMO

The law could definitely use some improvements, but with how bad overpopulation is here, we really just need something done at this point. I wish the law would hit my county.

My county is too poor for it to work and I think many counties are too poor for it to be even a remote option.

I think LA City Council may know that and maybe why they included this part of a sentence in the section regarding exemptions:-
"or is being trained or groomed to show or compete and is too young to have yet competed."

Many who do show start preparing their puppies well before they are 6 months old, where they start with socialization and familarization with other dogs, people plus other environments than just their home. Also there is the matter that puppies need to be show-leash trained so that they can move along very nicely with the handler and even be familar with "stacking", then they also must be familiar with being examined all over by strange people. I think you get the picture, and where many do start preparing their puppies well before they are 6 months old, some even as soon as they have had their vaccinations.

I think that LA City Council may know the above and may want some sort of proof before handing out exemptions, where a puppy owner could present them with a letter from a training club, breed club, all breeds club, or even the AKC, simply saying dog ??? is being trained and groomed to show and compete and is too young to have yet competed.
