i think the officer reacted like an ***, but he shouldn't have been driving over 100mph. Sorry, anyone going that fast at that time of night acting a little neurotic is more likely to be someone on drugs than someone trying to save their dog. A tragedy, and really i've spent 20 minutes being pulled over, it happens.

This officer was a total arse and granted the man was manic...(I would have been hysterical too) the cop should have put him and his dog in his car, drove them to the ER vet and then given him a ticket after his dog was taken care of...Pitiful to say the least!
