Exclamation Fostering for Hurricane victims...how to convince Dad?

Ok...my mom and I both want to foster a dog that was a hurricane victim. My mom saw on the news some dogs that needed foster care because their owners couldn't take them (which is really sad ), and she wanted to foster one, and some of them were in Indiana.
But, when she talked to my dad, he just had to disagree, of course. I mean really...I can understand him not wanting a dog in the house, but when he is hardly at home, fostering helps save a life, and you are doing something so good for a person, and he STILL says no, that dumbfounds me.
So three things:
#1: What dogs need to be fostered in Indiana? (Basically, shelters that are recieving dogs from the Hurricane)
#2: What are their foster home requirements? (I could probably find this out if you just tell me what shelter it is.) and
#3: If we can fit in the foster home requirements, and there are shelters near us that are taking in dogs (I'm thinking as far as Indi, which is about 1 hour from us), I need some REALLY good arguments about why we should foster a HV Dog. And if we foster a small dog, I could even pay for it's food and stuff.
