Temps frequently drop below zero here (during winter, of course). My dogs could care less.
I certainly will not take them out for hours if it is -20F. But I will take them out long if it is in the teens or twenties and snowing.
Fortunately, I am a cold weather person. Temps in the 20s seem like a heat wave to me, compared to how cold it could get. So I have as much fun in the cold and snow as they do.
However, if my boogers freeze as soon as I step outside, then I know it's probably a short walk day.

Around here, it doesn't get frigid too often, so half the time I'll forego the walk if it's even below freezing, lol. Brandy can tolerate the cold much better than I can. I'm a wimp, I guess.

Mainly, though, it depends on whether or not the sun is out. A sunny 20-degree day can feel much nicer than a cloudy 30-degree day. If it's sunny, and she hasn't gotten a workout in a while, I might take her out anyway and just really bundle up.

wow- just checked the poll and was so surprised to see the majority have
-10 celcius as too cold. If that were true for us my dogs would be inside from november until march! I'm so envious of people who don't have to deal with
-20 and -30. Bleah, it's -13 today. I'll be in ski pants, boots and my warmest toque today.

I'm surprised by the poll results too. Not just the number who feel -10 is too cold but also those that will walk until it's bitter in the -25 and below! Different strokes for different folks, I guess.

I own a husky, there's no such thing as too cold!! LOL Earlier today it was blizzarding with high winds and being just downright cold. I was walking OC and the few people on the road driving were loking at me like i was out of my mind!!!! And the dog at the end of the leash? Perfectly happy boucning and playing in the snow. LOL
