Basically, Puppy Millers/Cat Millers are mass breeders. They churn out, literally, thousands of puppies. Most of these puppies that come from a mill are sickly, frail, and have poor genetics. They often develop health problems and/or growth problems. Each mill varies in cleanliness and health, but that's basically a mill.
