1 dog per household

Anyone here read about the new law in China; only 1 dog per household. This is how they plan to get control of rabies. It doesn't sound like they're requiring that the "one dog" be vaccinated so how is this going to help?

Same country that went on a killing spree to try and get rid of the rabies epidemic, too. Not surprised here. I don't see much of what they do in regards to dogs as rational.

Unfortunately the One Child Policy IS a "bad"thing. This policy affects most of the country and is contributing to a huge gender imbalance that China hasn't even begun to deal with, that could lead to a whole lot more problems. The women are forcibly sterilized and given abortions. I have seen people personally affected by this policy, from those that have been forced to give up their children, through either infanticide or abandonment. I have also seen the children affected by this, the country's orphanages are full of the little girls and special needs kids (by special needs I mean nothing more than an extra finger or cleft lip)! Since the families can only have one child, they tend to want the perfectly healthy little boys.
I am sad to find out that the country has also now made a "One Dog Policy". Unfortunately, I am sure, this will lead to many dogs tragically dying.

I don't see how not vaccinating dogs will help the rabies problem. I can't really understand any laws in China. The limit of dogs will be endangering the others. Are they requiring them to be neutered/spayed? I doubt it so it won't help the dog population.
Is it hard to move out of China? If it isn't than the one child law doesn't make sense. But I'm sure it is hard to leave the country.
