Basset hounds may seem more laid back than other breeds but I think this usually is due to being overweight. A basset is a very energetic dog, and if this energy is not properly channeled, the basset tends to get himself in trouble.
Not to talk you out of the breed but they also shed all year long and have an oily coat, and drool. Their ears are prone to infections from the floppy ears.
You might consider teaching the pup to stay off the furniture and that way your mom won't have to worry about it

What I was looking for in an inside dog was a dog that would be happy to laze around, but then would also go on a mile or two walk with me, so I'll make sure the dog isn't overweight.
As for the shedding...I have a shedding blade and I've heard that Salmon oil tablets help to reduce shedding, as well as a good diet.
I work at a dog groomer's, so I have access to lots of ear cleaning stuff. In fact, I own a bottle. lol Cleaning out their ears doesn't bug me a bit.
As for the drool....I'm hoping to adopt an adult that is fairly drymouthed. lol
