I can help you there. Here is a recipe for doggie frosting:

2 cup mashed banana
1 Tblsp butter
6 Tblsp carob powder
2 tsp vanilla
3 Tblsp unbleached flour
1 tsp. cinnamon

Mix thoroughly and spread on cookies or cake.

As for the white frosting, it could be plain or vanilla flavored yogurt. I even know some pet owners who go so far as to melt white chocolate and dip treats on it. HOWEVER, you should know that even white chocolate poses some threat. Though it contains very minimal amounts of theobromine, I see you're probably going to feed these frosted treats to small dogs. A 3 lb Chi, correct? IMO, I wouldn't risk it. Just stick to yogurt and safe, carob-based frostings.
