I was pleasantly suprized...

I live in a small town in South Carolina. The ways thing are here, to me, is very ignorant and closed-minded, but something I read to day really suprized me. Over the last several years there has been an increase in dogs bites/attacks in this area. I was expecting the article to go on about all the Pitbull type dogs in the area and how they are to blame because they are dangerous. Much to my suprise the author was fairly enlightened and discussed the problems related to dogs being chained with little to no socialization, attention and sometimes lack of proper nutrition.

The town is proposing legislation that would prohibit from dog owners from chaining them outside. The would in effect require individuals to fence in yards or build kennel if they want to keep their dogs outside. The law would also include stricter requirements regarding protection for outdoor animals from incliment weather and an increase in the liscening fee for intact animals. If the legislation passes they expect to initially have an increase in the intake into AC but expects it to level off quickly.

I heard that in the southern states there is more of an overpopulation problem...chained and loose dogs could be a part of the problem as they could breed. My sister lives in SC also, has nine dogs, and her area has a ton of strays. She has a six foot fence and is adding two feet to keep her pit mix in.
