actually, the minority of dog attacks are the result of unleashed/roaming dogs. there are some, to be sure, but most are not. (only 17% of the fatal dog attacks listed in karen delise's study were dogs off their property)
outlawing *chaining* however, could make a significant difference. |

yeah, most of the dog attacks are because dogs are not on leashes. But if we make a stricter leash law, then we might as well make all dogs indoor or fenced up 24-7.
