Well, the SPCA, shelters and rescues always have dogs for adoption but they do charge a fee so they can care for the dogs. Why does the dog have to be free instead of maybe a small adoption fee?

It just depends on the agency involved. The reason I'm asking and why most places charge at least some sort of an adoption fee is because they feel that if someone can't afford the adoption fee that more than likely this would also be someone that couldn't afford to care for their dog properly.

Things like yearly vaccinations and care needed in case of an emergency.

Welcome, and yes dogs can quickly rack up hundreds if not thousands in medical fees, and depending on the size/breed of the dog should run between $20 and $60 a month minimum to take care of.
